Jacques Stephen Witjens (1881-1956) was born in The Hague. Although essentially self-taught, he received guidance from Alleba August. In 1920 he moved to Argentina where he worked in drawings, watercolors and oils. Regardless of the subject (landscapes, seascapes, ports etc.) his art is characterised by spectacular skies.
He exhibited collectively in the Belgian circle in Buenos Aires in 1925 and Neumans Gallery in 1928. From then until shortly before his death, he exhibited individually.
